Transportation demand management would require that buildings accommodate multiple mobility modes. DC land use regulations don't mandate TDM. (Federal planning does require this, and federal buildings in the city

I rode my bike to the stadium from the Hill but found no bike racks. Eventually I shackled it to the chain-link under a new banner exclaiming how glad the Lerners were to see us fans.
