As long as the underlying zoning allows for taller buildings than was common during the period of architectural significance, neighborhoods that are undesignated are targets for this kind of "updating."

Another reason to have (1) zoning regulations that are in concert with neighborhood character; (2) whether or not a neighborhood is actually designated as a historic district.
