What is TOD really?

Proponents tell us Transit Oriented Development is mixed use, denser development, leveraging access to transit, and providing great public connection and active ground floor spaces.

Why is it that politicos and developers are building or have already built 1,000 space parking garages at locations (New York Avenue, Foggy Bottom, Columbia Heights) within 400 feet of subway stations?

Oh, and the parking garage behind Union Station sure is UGGGGGGGGGGGGLY.

A colleague says that TOD should really be called Transit Oriented Disaster, not Transit Oriented Development.
