Mattwdc lists the Virginia State Reps who voted to table the legislation for a dedicated WMATA sales tax in Alexandria, Arlington, and Fairfax Counties. From his blog entry (slightly edited):

The following Finance Committee members don't [care] about commuters [traveling to closer in points in Northern Virginia and the District of Columbia] (people listed in bold are in the Northern Virginia region):

Harry Parrish (R-Manassas)
Robert Orrock (R-Thornburg)
Robert Lee Ware (R-Powhatan)
John Welch III (R-Virginia Beach)
Samuel Nixon (R-Chesterfield County)
Kathy Byron (R-Lynchburg)
L. Scott Lingamfelter (R-Woodbridge)
Mark Cole (R-Fredericksburg)
John O'Bannon III (R-Henrico County)
William Janis (R-Glen Allen)
Benjamin Cline (R-Amherst)
Jeffrey Frederick (R-Woodbridge)

The Democrats on the Committee, plus these two Republicans, Harry Purkey (R-Virginia Beach) and Timothy Hugo (R-Centreville) voted not to table consideration of the legislation. Representative Hugo is from Northern Virginia.

At the very least, an information-advocacy campaign could be directed to Omniriders when they alight from buses at stops in DC, and at the Vienna and West Falls Church WMATA stops.
