Campaigning for Montgomery County Council and the Purple Line

Last week, I got a copy of the campaign mailing for the candidacy of Hans Riemer in District 5. While he isn't the candidate of choice of either the Post ("For Montgomery Council" subtitled "Eight choices to grapple with growth and other issues") or Neighbors for a Better Montgomery, I think his piece of literature is quite interesting as it focuses solely on getting the Purple Line built. Do you think that transit and mobility is the number one issue in the campaign for County Council in Montgomery?

Will this issue resonate the most with voters? I ask this question because I use the three publics model by Lauffer--input, throughput, output--when thinking about developing campaign messages. The throughput public are your campaign workers and volunteers. The output public the voters.
