Why it's important to build a local economy

Some year I intend to write a journal article about how "Building a Local Economy" is an element that is missing in the creation of "Comprehensive Land Use and Resource Plans," and how it can be a fundamentally different approach from the traditional "Economic Development" Element that is included.
