Why can they have a great park in Detroit, and why are we so hamstrung in DC? (Well, partly because so many of the great spaces are run by the National Park Service, and their rules get in the way of being able to be creative, don't allow food sales, etc., all the kinds of techniques used in places like Bryant Park...)
