There's just too much graffiti lately in general. It's like there is a resurgence of it.

I would love to have something where the citizens/police could put up WANTED ads that just say Reward: For Inca graffiti artist. I will tell you that there would be a bunch of kids who would gladly rat somebody out anonymously and get cash for it. In fact, we should start in the schools with a rewards program.
