Speaking of the "benefit" from new investment

Stanford University wants to build a new hospital complex, with vastly more size than allowed by zoning. See "Palo Alto wants more from Stanford expansion" from the San Francisco Business Times. Interestingly enough, after the initial major financial benefits, the annual financial benefit to the City of Palo Alto is "negative," as the cost of servicing the complex will exceed slightly $639,000, the $635,000 in annual increased revenue.

The article discusses the City Council's focus on proffers (community benefits) in return for approval of the project, in return for the zoning benefits to be granted for the project.

Imagine doing something like that in DC...
