Gasoline prices... (South Capitol Street SE, Washington, DC)

I am trying to figure out how a Bloomberg photo was taken from here. I think the photographer was up in the air, or on the roof of a car. No cars for me... Here's a copy of the Bloomberg photo --

This shot is on the east side of South Capitol, I think his is from the west side, and further back than what I originally attempted, but didn't shoot, because of tree branches obscuring the Capitol.
