Etiology of street crime: UK edition

From the Daily Telegraph, "Muggers and robbers defy the fall in crime,":

The number of overall offences has fallen to its lowest level for 15 years but police blame the rise in street attacks on drug use along with the attractions of mobile phones and iPods.
