How do you get people to buy art, not just to come to gallery opening receptions and look at it?

The Oakland Tribune reports, in "Public hasn't caught up with Oakland's buzzing art scene: Number of venues growing, but market remains sluggish," about the Oakland art scene, which has many venues to show art, but few buyers. In my limited dealings with similar galleries in DC, I wonder about the same thing, where are the buyers?
