I think this is an issue...

A new ice cream shop on H Street, marketing from the outside at the H Street Festival. That's good. But it's located next to a building that is vacant and a nuisance property. A tough decision. Do you get in while it's cheaper, despite the problems around you? Do you wait, but you might not be able to get a space, or it could be too costly? Or do you locate somewhere else?

The answer I suppose is "it depends" on your capitalization. If you have the money you're likely to go elsewhere. If you don't, you'll open, but what do you do with this kind of constraint on your business?
