Learning from Bilbao

according to an article from the Independent, "Guggenheim lost £4.5m in art sale," about an investigation into the use of public monies in purchasing a sculpture for the Guggenheim Museum, the Basque State Parliament has a "Tribunal of Public Spending" to investigate the use of public monies, when spending is called into question.

Sounds like an idea that needs to be taken up elsewhere...
