To save money, the Metropolitan Transportation Authority in the NYC region has voted to make the Second Avenue subway line a two track, rather than three track, system. On high-use subway lines, lack of redundancy can have cascading negative effects. The savings are about 1% of the total cost of the project, less when you consider the cost of the redesign engineering that is required.
