New trash cans and recycling containers

Really seem oriented to more suburban style neighborhoods--with garages. The size and wheels mean that in rowhouse neighborhoods, especially those lacking alleys, people leave the containers in their front yards. How much research went into this decision? Does the city really need to be buying trash cans for people anyway?
