Why is it necessary to modify the City Charter on education?

From the Washington Post, "Council Mulls City Charter Change":

"The D.C. Council is considering a ballot measure that would amend the city charter to establish that every child has a right to a high-quality public education. If the council approves, the measure would appear on the November ballot."

Shouldn't excellence be at the heart of every municipally-provided service?

This seems unnecessary.
