Transit-mobility reading

1. Stuck in Traffic: Free-Market Theory Meets the Highway Lobby, from Dissent, by Ben Ross, president of Montgomery County's Action Committee for Transit, which looks at the conservative rhetoric in favor of highways and negative on transit. (Note to Ben: I wish you would have included full citations for the conservatives you cite--I haven't read Sam Staley's stuff on transit, but I find him readable in other areas...)

2. The Case for Moderate Growth in Vehicle Miles Traveled: A Critical Juncture in U.S. Travel Behavior Trends, produced by the Center for Urban Transportation Research at the University of South Florida for the US DOT. From the abstract:

This report explores the majorb factors that influence travel behavior... These are divided into three major categories: socio-economic conditions, land use conditions, and transportation system conditions. ... concentrates most on the role of socio-economic conditions and travel behavior followed by a discussion of the direct factors. Several of these factors appear to be undergoing historic trend reverslas and directions. In addition, new evidence suggests that congestion levels have reached the point where average travel speeds are declining. This declining speed may provide additional dampening of VMT growth.
