The Portland Streetcar has opened a short extension

The Portland Streetcar line has been extended 0.6 miles to the south of Riverplace. It is an intermediate extension. A longer southern extension is under construction and expected to open next year. The cost for the current extension was $14.5 million.

Tri-Met is also looking to get into the commuter railroad business. See "TriMet welcomes role as a heavy: Transportation - Work on the Beaverton-Wilsonville line will begin the agency's first foray into rail that isn't light ."

And in conversations last week with the director of Portland Streetcar and other pros, I think the "state of the art" for street cars right now is catenary, not in-ground power. I wonder how it was able to work back in the day?
