Stealing, and not saying anything, has consequences

Bike theft isn't taken too seriously in the city. Like the talk about "gateway drugs," stealing without consequences encourages further stealing and escalation. Here's a story from the New York Times about calling out and the change that resulted.

I don't think this could work in DC.

Most of the stories I've heard (never witnessed) about people trying to call out destructive behavior and/or stealing don't turn out well. Although, there have been some exceptions.
