Do you think DC could do more with recycling?

And in an e-discussion about the failed bottle deposit law of almost 20 years ago (the beverage industry fought it off with an ugly race-based campaign), Jim made a very good point:

3. Because people now think twice before throwing out bottles from their cars, etc., there is considerable generalizing to other forms of trash, and people (some) start to think twice before throwing ANYthing from their cars, etc. So DC's stream banks, sidewalks, etc., will show a marked improvement, not just re bottles.
