Zero waste plans

The City of Austin intends to generate no trash by 2040. See "City hopes to cut landfill waste to nothing: Plan being drafted sets goal of reducing, reusing, recycling and composting all trash by 2040," from the Austin American-Statesman.

One of my ideas is that at intersections in neighborhoods, i.e., at 6th and A Street SE, you could have a community compost bin, where houses would throw in compostable stuff into the bin. Maybe a Dept. of Environment "ranger" could go through, turning and taking care of each bin.
