There is a television screen attached to the front of a building on the 200 block of Pennsylvania Avenue SE in Capitol Hill--how can that be legal within the historic district?

While I am not categorically against billboards because I believe in variety and juxtaposition within the built and shaped environment, there is a fine line between variety and aural and visual pollution.

This probably oversteps the fine line as I define it.
