Another urban agriculture issue

Does growing marijuana in a backyard cause hardship for neighbors, justifying zoning regulation? This has come up in California, the national leader in the "medicinal" marijuana movement. According to "Rancho Cordova eyes ordinance on pot growing" in the Sacramento Bee, a resident has filed a complaint with the City of Rancho Cordova because the "skunk" smell of marijuana being grown next door, impedes her quiet enjoyment of her backyard.
