If you have to ask this question... there's probably an ethics issue

From the Atlanta Journal-Constitution:

Atlanta mayor: Did I violate ethics policy? Shirley Franklin has asked city ethics officials to determine whether she should disclose the names of some groups that have paid for her travel.

If you're a public official and you accept benefits, shouldn't they be disclosed as a matter of course?
