The voice of the people

In DC, the Home Rule Charter includes a clause forbidding voters from offering referenda that direct the City Council on how to spend money. So the way that San Franciscans vote about how city services should be provided can't happen here.

From "Muni officials say on-time goals won't be met for at least 5 years," in the San Francisco Chronicle:

In November, meanwhile, city voters will consider Proposition A, which, if approved, would redirect more money from parking fines and fees into the city's transit operation.
