Depending on what the definition of "is" is: Local DC edition

with apologies to Bill Clinton (see "Bill Clinton and the Meaning of 'Is'" by Timothy Noah from Slate Magazine), definition is an issue when it comes to DC Councilmember Jim Graham's defense of his not reporting an alleged attempt to bribe him.
