The City of Roseville and Placer County agreed to a tax sharing deal, in return Roseville will annex 4,700 acres (about 7.5 square miles) and allow most of the land to be developed. See "Roseville, Placer County reach tax-sharing deal that clears way for massive growth" from the Sacramento Bee.
