Bryant Park in New York was a no go area with over 600 crimes a year. The City handed the park over to a private trust who regenerated it and filled it with activity for 365 days. Crimes fell to four a year and property values went through the roof. Private charitable companies can provide the focus and access to funds that local authorities can't.

This is a bit oversimplified. It's easier to raise money in a city like NYC, which has many more potential funders and a well-oiled philanthropic culture.

Still, people responsible for the park will manage it, while people not very responsible won't...
