Transformation vs. business as usual

Think New Orleans calls our attention to the Levees.org website PSA about the review of the actions of the Army Corps of Engineers vis-a-vis the levee failure during Hurricane Katrina.

The American Society of Civil Engineers, pilloried in the video, got a cease and desist order to get the video removed from youtube.


I'm not sure how long this video will stay up.

This is another issue of system maintenance vs. change or transformation that I have discussed in the past, in the context of writing by John Friedmann. For the most part, government planning practices are constrained by a focus on maintaining things the way they are.
