Should teens be able to run for community boards?

See this article, "All in Favor, Say 'Word'," from the New York Times. In the Main Street world, many programs have youth committees (and in areas around colleges, I think you should have a college student committee as well, or at the minimum, reach out for representation).

I know there has been a move in Maryland to allow people who will be 18 on election day to be able to register in advance as to be able to vote.

The Montgomery County Council campaign for Valerie Erwin was managed, for the most part, by some particularly able high school students.

Maybe under 18s ought to be able to run for ANC seats in DC?
