Weird stuff #2: people's perceptions being disconnected from reality

In yesterday's Post's Dr. Gridlock column, a writer complains about the already "four year long" reconstruction on H Street NE. See "On a slow track." From the letter:

I live near H Street NE, and the construction that has persisted for four years has baffled me.

The main part of the construction started in September 2008, according to the DDOT website. So it's been a year so far, although it will last into 2011 because of problems with the utility companies, Pepco especially. The public planning started in 2003 and finished in 2004. I can't remember when the Starburst intersection construction began, it has taken a long time. But the design and engineering happened in 2006 for H Street, and then they had to get the money programmed (some came from the bus shelter contract), etc.

The reconstruction of Benning Road started in 2007, including the Starburst Intersection. So it has been not quite two years for that section of the project.
