Would an online petition have much impact in DC proper?

See "When 165,000 People Speak, Do Lawmakers Hear?," from the Post's Prince William Extra about the online petition campaign against the assessment of high fines for driving offenses in Virginia. The intent is to use the fees to fund transportation improvements.
