Note that I am slowly skimming the second volume of the Urban Design Compendium, Delivering Quality Places, and one of the case studies on sustainability describes a rating system with six levels, with the best level having zero carbon emissions. I suppose if the Green Car Journal did this kind of nuanced rating system, and included carbon emissions, not just mileage improvements, SUVs probably wouldn't win car of the year...
