Understanding municipal involvement in urban revitalization

"Will city help mall?," an article in the Longmont (CO) Times-Call, explains pretty well why municipalities get involved in economic development, providing financial support for private projects, and it discusses the various terms that some of us (urban renewal district, determination of blight--which is why all the people who want to tear down Florida Market keep mentioning trash and rats, tax increment financing, etc.) take for granted.
