Update:  Very good piece, "Welcome to Chicagoland," by Urbanophile on the issues raised by the show, in terms of it being scripted and showing a particular "reality" that leaves a lot out, attention on the mayor and the city, and the issues faced by the city being somewhat resistant to the star power of any one person, no matter how politically gifted they may be.
