Safe routes to school/walking audits

I have been thinking that my paper on improving DC's bicycling environment to a truly world class level needs to be enhanced to include more about the Safe Routes to School Movement.

Michigan has an excellent handbook (you have to register for access), with a "walking audit" survey form. We need to do this kind of audit for all of our commercial districts generally, and for public assets within the cities (schools, libraries, recreation centers, etc.), for walking and bicycling. Neighborhood groups and ANCs need to do this without waiting for DDOT or the Office of Planning.
